Welcome to Fleet Support Limited ( FSL ) Fleet Support Limited ( FSL ) is an engineering and support services company operating at the heart of the integrated surface ship design, build and through life support community in Portsmouth. Originally founded in 1998 to manage the former Portsmouth Royal Dockyard the company is a 50/50 joint venture between VT Group and BAE SYSTEMS. Since its formation, FSL has drawn upon the extensive skill base of its parent companies to greatly expand its capabilities and role in support of the Royal Navy surface fleet. In addition to deep repair of naval and commercial vessels the company now provides a fully integrated facilities management, logistics, transport, waterfront support and fleet-time maintenance service. Underpinning this has been a sophisticated partnering arrangement with the Naval Base Commander whereby both parties gain operational and financial benefit from constantly improving the levels of service to the RN customer. Alongside significant improvements to customer satisfaction the partnering arrangement has delivered cost savings well beyond expectation and the partnering model in Portsmouth is often used to show what can be achieved with will and commitment from both sides. Ship Repair. Despite the difficult market conditions FSL has been successful in maintaining and developing the core of its highly skilled ship repair workforce. This has been achieved through supplementing RN warship repair with reactivation contracts for two Type 22 Frigates for Romania and three T23 Frigates for Chile in addition to many small commercial ferry repairs. This has enabled FSL to maintain a relatively constant workload for two ship repair teams. Unfortunately the anticipated reduced forward load for ship repair in the UK combined with overcapacity threatens the companys ability to maintain what has become a key UK centre of excellence for Frigate and Destroyer support. Partnered Naval Base Services. FSL and the Naval Base Commander Portsmouth are at the forefront of developing Partnering relationships in Defence. The naval base services are all delivered under an incentivised partnering contract with gain and pain share for financial performance and output measured through Key Performance Indicators. The naval base is managed through an innovative joint management framework underpinned by strong partnering behaviours. In the first four years of the contract the partnership has delivered substantially greater savings to defence than were originally anticipated with considerably better output performance and the majority of Key Performance Indicators exceeded.
